The government plans to keep its budget for public works projects for fiscal 2015 under 6 trillion yen. In fiscal 2014, about 5.9 trillion yen was earmarked in the initial budget. The ruling parties demand a drastic increase in the budget, but the government seeks to rein in spending due to personnel shortfalls in construction sites and dire fiscal straits.

A budget outline will be endorsed by the cabinet on Jan. 14 and submitted to the Diet in mid-February, eying enactment within fiscal 2014.

Meanwhile, the government plans to create a new subsidy program to help local governments finance repairs and improvements of old bridges and tunnels. It plans to allocate about 4.5 billion yen in fiscal 2015 budgets. (Abridged)
