The 189th ordinary session of the Diet will be convened on Jan. 26. With an eye on the unified local elections in April, the government and ruling parties hope to enact a supplementary budget for fiscal 2014 in the Diet in early February and a fiscal 2015 budget before the end of March. In addition to the submission of bills related to reforms of the agricultural cooperatives and the medical insurance system, Prime Minister Shinzo Abe intends to hold deliberations on security legislation based on a cabinet decision last July to allow Japan to exercise the right of collective self-defense after the unified local elections in May.
