Ruling coalition proposes abolition of four offices in Cabinet Secretariat

 The ruling Liberal Democratic Party and its coalition partner Komeito on Jan. 23 presented to Prime Minister Shinzo Abe a plan to review the organizations and duties of the Cabinet Secretariat and the Cabinet Office, in response to the criticism they have become bloated.

 The ruling coalition’s proposal includes the abolition of four offices, including the Postal Privatization Promotion office, and the transfer of 10 functions in the Cabinet Office, including consumer affairs and food safety. Based on the ruling coalition’s proposal, the government plans to adopt a cabinet decision and submit a bill revising related laws such as the National Government Organization Law to the regular Diet session.  Ten functions in the Cabinet Office proposed for transfer to other agencies

 

1. Transfer of Statistics Committee to the Ministry of Internal Affairs and Communications (MIAC)

 

2. Transfer of Secretariat of the Information Disclosure and Personal Information Protection Review Board to MIAC

 

3. Transfer of Secretariat of Supervisory Commission for Public-Private and Private-Private Competitive Tenders to MIAC

 

4. Transfer of Office for Policy of Suicide Prevention to the Ministry of Health, Labor and Welfare (MHLW)

 

5. Transfer of Office for Drug Policy to MHLW

 

6. Transfer of Office for Food Education Promotion to the Ministry of Agriculture, Forestry and Fisheries (MAFF)

 

7. Transfer of Office for Traffic Safety Policy to the Ministry of Land, Infrastructure, Transport, and Tourism, and to the National Police Agency (NPA)

 

8. Transfer of Office for Policies on Crime Victims to NPA

 

9. Transfer of Office for Consumer Affairs (excluding the Consumer Commission) to the Consumer Affairs Agency (CAA)

 

10. Transfer of food safety (excluding the Food Safety Commission) to CAA
