A total of 117 of the nation’s local municipalities are situated within a radius of 30 kilometers of a nuclear power plant located in another municipality. More than half of their heads are opposed to allowing these nuclear power plants to restart nuclear reactors there with the concurrence of the local government of the plant-hosting municipality alone, according to findings from a nationwide survey conducted by the Mainichi Shimbun. At the same time, more than 40% of these neighboring municipalities do not think their desires are reflected in the government’s nuclear power generation policy. Many of these local governments are dissatisfied with their being unable to take part in the procedures for restarting nuclear power plants. This situation will likely affect the outcome of nationwide local elections slated for this spring. (Abridged)
