The Defense Ministry’s National Institute for Defense Studies released on March 13 a report on China’s military affairs entitled “China Security Report 2014.” The report suggests that China’s participation in the United Nation’s Peace Keeping Operations (PKO) and the anti-piracy mission in the Gulf of Aden off Somalia is “active military diplomacy” in which China is utilizing its military power to improve its impression in international society. The report expects that China will continue to attach importance to such activities.

The report includes the analysis that China’s participation in PKO is aimed at mitigating the growing “China threat theory.”
