Democratic Party of Japan (DPJ) Secretary General Yukio Edano stated at a news conference on July 15 that it is “out of the question” to submit a motion for a vote of no confidence on the cabinet on July 15 as a tactic to resist the passage of the security bills [by the plenary session of the House of Representatives] on July 16 because “as of today, we have not consulted with the other parties.” He thus indicated that the motion would not be submitted to the Lower House on July 15. With the upcoming deliberations in the House of Councillors in mind, he pointed out, “We are considering using this weapon at some point.”
