The Liberal Democratic Party (LDP) held a joint meeting of divisions involved with agricultural issues and presented its proposed TPP measures. It will recommend that the government purchase an additional amount of domestic rice equivalent to the increase in rice imports after the TPP accord takes effect for use as reserves.
It also recommends that compensation for losses suffered by livestock and dairy farmers be raised from 80% to 90% of the difference between production cost and income. At present, budget allocations for such income compensation are made under an income stabilization program. The LDP is proposing a permanent law for this.
The LDP will submit its recommendations, including policies for small and mid-size enterprises, to the government on Nov. 20 for incorporation in the FY2015 supplementary budget. On the other hand, the government is scheduled to release its outline of TPP measures around Nov. 25. (Abridged)
