At a press conference on Jan. 20, Nobuyuki Baba, secretary general of the opposition party Initiatives from Osaka (Osaka Ishin no Kai), indicated that his party will include the creation of an “emergency situation clause” in a constitutional revision proposal that it plans to draw up for the House of Councillors election this summer. A revision of the governing system and the creation of an emergency clause will likely become the key items in the party’s constitutional revision proposal.
The ruling camp views the creation of an emergency clause as a promising item for constitutional revision. Baba said: “Initiatives from Osaka will submit its own proposal.”
