The Democratic Party of Japan (DPJ) and the Japan Innovation Party (JIP) jointly submitted to the Diet on Feb. 18 a territorial defense bill to deal with gray zone situations, a bill revising the Law on Situation in the Areas Surrounding Japan, and a bill amending the UN Peacekeeping Operations (PKO) Cooperation Law.
The major point of the territorial defense bill is to formulate a basic policy for territorial defense. The bills revising the PKO Law and the contingency law stipulate that the supply of ammunition to the U.S. military and other foreign forces should be banned. The supply of ammunition was allowed under the security laws.
