Masahiko Shibata, a special adviser to Prime Minister Shinzo Abe, delivered a speech on Feb. 27 in Kawagoe City, Saitama Prefecture. Referring in the speech to the connection between the Self-Defense Forces (SDF) and the second paragraph of Article 9 of the Constitution, which prohibits the SDF from maintaining war potential, he called for including a stipulation on the SDF in the Constitution, by saying: “Even if we say in Japan that they aren’t military forces (based on the government’s interpretation of the Constitution), they are treated as armed forces overseas.” At the same time, he pointed out, “If ordinary people and children read the Constitution, they will think the SDF is not compatible with the Constitution. The government’s interpretation that the SDF is constitutional is problematic.”
