Admiral Katsutoshi Kawano, chief of the Joint Staff for the Self-Defense Forces (SDF), delivered a speech on March 1 in Tokyo. In the speech, Kawano expressed his intention to look into newly establishing “a permanent joint headquarters” that will be responsible for planning seamless operations by the Ground, Maritime, and Air Self-Defense Forces, as well as coordinating unit operations. “The issue of how to enhance functions for the SDF units to execute the defense minister’s orders needs to be addressed,” said the admiral. “Various foreign countries have permanent joint headquarters in addition to joint staffs,” pointed out Kawano.
