CCS Suga: Japan upholds policy of resolving “sovereignty over four islands first”

Prime Minister Shinzo Abe called for a “new approach” to resolving the Northern Territories issue” at his meeting with Russian President Vladimir Putin on May 6. Chief Cabinet Secretary Yoshihide Suga said at a press conference on May 9 that “there is no change in the Japanese side’s basic position of concluding a peace treaty with Russia after resolving the issue of sovereignty over the four islands,” indicating that Japan will call for the return of the four islands as it has in the past.

After noting that the Japan-Russia summit “was a productive meeting and the two leaders deepened their relationship of mutual trust,” Suga explained the new approach, saying, “They agreed to hold negotiations based on future-oriented views while taking into consideration global viewpoints not bound by old ideas so that a solution acceptable to both sides can be reached.”
