Gov’t to set special quota of 4 trillion yen to facilitate dynamic engagement program, growth

The government has drafted a set of criteria for ministries and agencies to make budgetary requests for fiscal 2017. It will establish a special quota of about 4 trillion yen for measures that are designed to facilitate the “Plan to Realize the Dynamic Engagement of All Citizens” and spur economic growth. The amount will remain the same as what was allocated in the previous year. The criteria will be endorsed at a cabinet meeting to be convened in early August.


Apart from this “special quota,” the government will finance measures that will improve the working conditions of daycare staff and nursing care workers and increase interest-free student loans – flagship policies under the dynamic engagement program. The Ministry of Finance is considering tapping into the government’s contributions to employment insurance reserves to fund policies concerning daycare and nursing care workers.


Based on the criteria, ministries and agencies will submit their budgetary requests to the MOF by the end of August. The MOF will screen these to draft a budget by the end of the year. The requests are projected to top 100 trillion yen, which is the same as the amount requested in fiscal 2016. (Abridged)
