NHK reported at noon that House Speaker Ryan said in an interview with the U.S. media on Thursday that President Obama needs to fix some provisions of the agreement, including ones on intellectual property rights, and renegotiate with relevant nations in order to win congressional approval. The House speaker also reportedly said Congress will not vote on the deal if it is left as is. Noting that the TPP will not go into effect without U.S. congressional approval, the network said it has become increasingly unclear whether the deal will go into force.
