The Ministry of Health, Labor and Welfare, the Cabinet Office, and the Ministry of Education, Culture, Sports, Science and Technology are seeking the establishment of new daycare facilities by offering exemptions in local taxes. In-house daycare facilities set up by companies will be exempt from fixed property tax, urban planning tax, and other local tax payments if they meet certain requirements, such as the number of daycare staff. To reduce the number of children waiting for admission to daycare facilities, the government also plans to reduce national tax payments, such as inheritance tax and gift tax, on individuals who lease land for the construction of new daycare centers. These measures will be incorporated into taxation reform requests for fiscal 2017. (Abridged)
