During the basic interpellations on the second FY16 supplementary budget on Oct. 3, Prime Minister Shinzo Abe stressed that Self-Defense Forces (SDF) members engaged in UN peacekeeping operations (PKO) “will be better able to keep their camps safe if they are allowed to act together (with the armed forces of other countries)” by taking up the new duty of “joint defense of camps” under the security laws. He explained that the Ground SDF troops currently stationed in South Sudan “occupy a very special position in the international community” because they do not participate in joint defense.
