The Okinawa Prefectural Police arrest a man on Tuesday over an incident in which an employee of the Okinawa Defense Bureau of the Defense Ministry was injured during a protest against the helipad construction that will enable the majority of the Northern Training Area (Higashison, etc.) to be returned to Japan. The man is 43-year old Atsuhiro Soeda (address and occupation unknown). He has been active in protests against the construction and has participated in activities at the Northern Training Area since August. When Upper House member Mizuho Fukushima of the Social Democratic Party visited Okinawa, Soeda accompanied her delegation.

According to the Defense Bureau’s complaint report filed on Sept. 27 with the prefectural police, Soeda was involved in a skirmish on Sept. 24 with bureau employees at the helipad construction site in the training area, and inflicted injuries to the head and other bodily parts of one of the employees that were diagnosed as taking two weeks to heal completely.
