On Oct. 17, the Okinawa Prefectural Police Headquarters arrested Hiroji Yamashiro (64), chairman of the Okinawa Peace Campaign Center, for allegedly cutting barbed wire (property damage) installed near the helipad relocation construction site at the U.S. military’s Northern Training Area (NTA; located in the villages of Higashi and Kunigami in Okinawa Prefecture). The group has organized protests against the construction. The police arrested the suspect in the act of committing the crime. The suspect reportedly intruded into the NTA and cut barbed wire installed near the helipad construction site. Every time officials of the Defense Ministry’s Okinawa Defense Bureau have installed barbed wire at the site, members of opposition groups have repeatedly cut it. However, the authorities had been unable to confirm that the opposition groups actually cut barbed wire up until now, so they were unable to enforce the law.
