Liberal Democratic Party Secretary-General Toshihiro Nikai spoke positively about formulating a third budgetary draft for fiscal 2016. “That is one idea,” he said at a press conference on Oct. 24. His comment suggests that he hopes it will link the second supplementary budget, which was enacted in the current Diet session, and an initial budget for fiscal 2017 to ensure [the government’s] economic measures are put in place in a seamless fashion.

In August, the government approved a 28.1-trillion-yen economic package at a cabinet meeting to stimulate growth by carrying out an integrated reform of people’s work styles and industrial structures. To implement this, the second supplementary budget with a general account size of 4.1143 trillion yen was enacted as the first tranche to finance economic measures.

The government plans to work out an initial budget draft for fiscal 2017 by the end of the year for Diet submission early next year. It appears that Nikai hinted at the possibility of formulating a third extra budget by drawing up an additional one following the second supplementary budget. (Slightly abridged)
