On Jan. 23, the Textbook Authorization and Research Council of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) released a draft of discussion points concerning the inspection of English audio materials for elementary school children when textbooks used in elementary schools are screened in fiscal 2018 and beyond. Since the textbook screening is limited to printed material, MEXT will consider setting guidelines for audio materials that are different from those for textbooks

The draft reflected opinions stressing that the skills of “listening,” “reading,” “speaking” and “writing” are essential to acquire English competency and that there is a need to use audio materials in elementary schools, where English will soon be taught as a required “subject.”

To be specific, textbook publishers will be required to submit audio data when they apply for textbook screening. MEXT will examine whether the audio data complies with the content of textbooks, rather than specifically checking the fluency and accuracy of the materials. (Abridged)
