The following is the gist of interpellations at the House of Representatives Budget Committee intensive session on Feb. 7:

 

Crime of conspiracy

 

Junya Ogawa (Democratic Party): The Ministry of Justice issued a document (saying the “conspiracy law” should be discussed after the bill is submitted) that attempted to suppress Diet deliberations.

 

Justice Minister Katsutoshi Kaneda: I apologize deeply for what happened.

 

Ogawa: Did you order the dissemination of this document?

 

Kaneda: I gave instructions to draft and distribute the document.

 

Ogawa: This is a document that attempted to suppress our deliberations. Prime Minister Abe, do you think this was appropriate?

 

Prime Minister Shinzo Abe: The justice minister has withdrawn the document and apologized. All of us need to make efforts to enable constructive discussions in the Diet.

 

Takeshi Miyamoto (Japanese Communist Party): This is intervention in Diet deliberations. It is a serious issue that calls into question the qualifications of the justice minister.

 

Kaneda: I tried to sum up my responses so far and put down my personal thoughts in the document. It was inappropriate, so I have withdrawn the document and apologized. (Abridged)
