The Ministry of Health, Labor and Welfare said on May 23 that the number of homeless people, who live in parks and along riverbanks, dropped 11.2% year on year to 5,534 as of January 2017. “Local authorities are offering programs to help homeless people become independent, and these are producing significant results,” explained an MHLW official.

The survey was conducted nationwide, excluding five municipalities in Fukushima Prefecture. Municipal workers walked through their assigned areas and made a visual check.
