Gist of PM Abe’s news conference on his new cabinet lineup, Aug. 3

Cabinet reshuffle

In the recent Diet session, various issues were raised regarding the sale of government-owned land to Moritomo Gakuen, Kake Gakuen’s plan to open a new veterinary school, and the Defense Ministry’s handling of [the SDF’s] daily activity logs, resulting in serious distrust among the people. I feel deep remorse and would like to apologize once again.

I have reshuffled the cabinet with the determination to produce results in policy issues and make steady efforts to restore trust. I appointed a wide range of talented people, from veterans to younger politicians. I was able to come up with a team that is results-oriented, gives priority to work, and merit-based. This cabinet is a “cabinet of professionals” with an emphasis on results.

Economic revitalization

Economic revitalization is the top priority. We would like to put a complete end to deflation by accelerating the virtuous economic cycle of job creation and wage increases.

Revolution in human resources development

I would like (Economic Revitalization Minister Toshimitsu Motegi, who serves concurrently as minister in charge of human resources development revolution) to come up with bold ideas for an economic society where all children can strive to realize their dreams regardless of their family’s economic circumstances.

LDP Policy Research Council Chairman Fumio Kishida

As foreign minister, Mr. Kishida made great achievements in implementing diplomacy with a global perspective with me over the years. He played a major role in realizing (then) President Barack Obama’s visit to Hiroshima last year. I am truly grateful. He is somebody who will assume responsibility for Japan’s future.

Minister of Internal Affairs and Communications Seiko Noda

She and I were elected to the Diet for our first term at the same time. She would sometimes make critical comments straightforwardly. I would like her to move politics forward with me.

Constitutional revision

The schedule (of promulgating a new constitution by 2020) is not a foregone conclusion. I hope for discussions in the party and that the debate will deepen among the people and in the Diet.

Off-session Diet meeting, extraordinary Diet session

It goes without saying that the government will respond if asked to (offer explanations) on such issues as Kake Gakuen’s planned veterinary school. I will decide on convening an extraordinary Diet session after sorting out bills on work-style reforms and other matters impacting the people’s livelihoods.

Dissolution of the House of Representatives

No plans whatsoever.

North Korea

Japan and the U.S. regard North Korea’s launching of ICBM-class ballistic missiles as an indication of a substantial increase in its threat. We would like to hold a meeting of the Japan-U.S. Security Consultative Committee (2+2) at an early date to discuss concrete steps to strengthen the deterrence of the Japan-U.S. alliance.
