The outline of key measures to implement Prime Minister Shinzo Abe’s signature policy of “revolution in human resources development,” worth a total of 2 trillion yen, was announced on Nov. 16.
A ceiling will be set for subsidies for free preschool education and childcare facilities, while free higher education will be limited to households exempted from resident taxes. The government will finalize these policies in early December after coordination with the ruling parties.
Outline of the policies:
- A ceiling will be set for preschool education and childcare facility fees in childcare subsidies.
- Free education for five-year-olds will be implemented first by April 2019
- Free education at universities and other institutions of higher learning will be limited to households exempted from resident taxes.
- Contributions from the business sector will be sought to fund the above policies.
