Monday’s Okinawa Times led with a report on a plan by the Okinawa prefectural government to start looking into alternatives to the existing plan to build a Futenma replacement facility off Camp Schwab so that Governor Onaga can present a viable option to U.S. officials when he visits Washington in the spring. According to the article, the prefectural government will put together a concrete proposal in the first half of this year while taking into account the ideas presented by a security NPO called New Diplomacy Initiative and a group of researchers led by George Washington University Professor Mike Mochizuki claiming that the construction of a new Marine base in the Henoko district would be unnecessary if the Marines were rotated to several locations, including Sasebo Naval Base. The governor is hoping to present the preliminary draft of a final proposal when he meets with U.S. officials and experts during a trip to the U.S. scheduled for March.
