CHIGASAKI, Kanagawa — Japanese diplomacy is facing a crisis amid China’s growing international influence, Japan’s Foreign Minister Taro Kano suggested at a meeting of supporters in this city on Jan. 8.

Kono said that Japan “cannot protect its national interests if it continues as it has until now,” adding, “If you go to Africa or the Middle East, you see Chinese-built commercial buildings, national parliaments, bridges and roads. No matter where you go, you see Chinese on signs at construction sites.”

He continued, “Before, when the Japanese government provided the most official development assistance (ODA) in the world, (Japanese foreign policy) would find a ready audience without the foreign minister needing to visit. Now, however, China is putting in many times the amount invested by Japanese ODA and private firms combined.”
