In a BS Fuji TV program broadcast on Jan. 5, Liberal Democratic Party (LDP) Executive Acting Secretary-General Koichi Hagiuda commented on discussions in the Commission on the Constitution at the Upper and Lower Houses by saying, “We’d like to put the issue of the right to dissolve [the House of Representatives] on the table.” His comment indicates that limits on the right to dissolve the Lower House, advocated by the Constitutional Democratic Party of Japan (CDPJ), will also be considered for discussions on constitutional amendments. Hagiuda also said, “We have no intention to block discussions by force of numbers or stop them in order [for us] to propose the issue (to the Diet),” hinting at his intention to involve the opposition bloc in discussions on amendments to the Constitution.
