All dailies reported on an agreement reached between the ruling LDP and Komeito party on Monday regarding the outline of the proposed legislation on establishing “integrated resorts” featuring casinos. The two parties decided to allow gambling facilities to be opened in up to three locations across Japan initially and that this quantitative limit can be reviewed five years after the first casino is opened. They also agreed that Japanese nationals will be allowed to visit gambling facilities up to three times per week or ten times in 28 days. However, discussions between the two sides will continue over admission fees for Japanese visitors, as the junior ruling partner is strongly opposed to an LDP proposal to charge no more than 5,000 yen. If the bill clears the Diet during the present Diet session, the first casino could be opened in the early 2020s.
