Tokyo Shimbun was told by a Ministry of Education, Culture, Sports, Science and Technology (MEXT) source on April 11 that in connection with Kake Gakuen’s plan to open a new veterinary school, Kantei had informed the ministry that, “Officials of Ehime Prefecture, Imabari City, and Kake Gakuen will be paying a visit to the Kantei shortly” in March 2015, shortly before their meeting with (then) secretary to Prime Minister Shinzo Abe Tadao Yanase.
Ehime Prefecture has admitted that its official wrote the record of this meeting with Yanase on April 2, 2015. While Yanase is saying that, “I have never met with officials of Ehime or Imabari, as far as I can remember,” the above testimony by the MEXT source corroborates the Ehime document.
According to this source, MEXT was told in March 2015: “Officials of Ehime Prefecture, Imabari City, and Kake Gakuen will be paying a visit to the Kantei shortly. We would like to seek MEXT’s opinion on which Kantei official should meet with them and what position to take on this issue.”
This source testified that, “At that time, the application of Ehime and Imabari for an administrative reform special zone was an important issue that required the minister’s decision. Minister Hakubun Shimomura had shown an interest in a special zone for a veterinary school.” (Abridged)
