Japan-Russia bureau-chief-level working group fails to make progress

The bureau-chief-level working group set up to discuss joint economic activities with Russia in the Northern Territories held its second general meeting in Tokyo on April 11. Operating under the framework of “not undermining the legal position of either country,” Japan and Russia are looking into a policy to give former islanders greater freedom to travel to the Northern Territories. No concrete progress was reportedly made.
