The Liberal Democratic Party (LDP) Special Committee on Space and Ocean Development (chaired by former Chief Cabinet Secretary Takeo Kawamura) held a meeting at the party headquarters on April 25. The meeting compiled the committee’s recommendations on creating a new body under the Defense Ministry’s Joint Staff Council to oversee space operations and on the drafting of a “space strategy for national security” setting the basic security policies in space.
The committee’s report states that the Self-Defense Forces’ response capability is “inadequate to an alarming degree,” bearing in mind China’s threat, including its space armament. It calls for increasing the space budget from approximately 40 billion yen under the current defense budget to about 100-200 billion yen. It points out the need to launch space surveillance satellites to deal with “killer satellites” capable of attacking other satellites.
The committee will submit its final report before the end of May. It is aiming at incorporating its recommendations in the National Defense Program Guidelines (NDPG) that the government will revise before the end of this year.
