Abe, Putin to meet in Singapore in mid-November

Yomiuri front-paged a report saying that the governments of Japan and Russia are making arrangements for Prime Minister Abe and President Putin to hold bilateral talks on the sidelines of the East Asia Summit (EAS) to be held in Singapore in mid-November. The paper speculated that attention will be focused on whether the two leaders will discuss the proposal made by Putin in September for Japan and Russia to sign a peace treaty by the end of this year with no conditions, adding that there is concern within the GOJ that the issue of the attribution of the Northern Territories will be shelved if Japan agrees to sign such a treaty. Noting that the two governments are also arranging to hold another summit on the margins of the G20 summit slated for Nov. 30 – Dec. 1, the paper conjectured that Tokyo is hoping to ascertain Putin’s true intentions through the two summit meetings.
