Following is the gist of Prime Minister Shinzo Abe’s press conference on Dec. 10.
In order to deepen discussion among the people and create a stir, I said that I want to make the year 2020 a year for a new Constitution to come into force and my feeling remains unchanged. It is important that a concrete draft for revising the Constitution is presented first (to the Commission on the Constitution in each chamber of the Diet) to deepen the people’s discussion. By overcoming the differences of political positions between the ruling parties and opposition parties, I hope a broad consensus will be formed.
Foreign human resources
The revised Immigration Control and Refugee Recognition Law has now been passed. As Japan is suffering a nationwide labor shortage, the revised law is necessary for competent foreign resources to demonstrate their skills more in Japan. The government will put a ceiling on the number of foreign workers and limit the length of their stay. This is not a so-called immigration policy. We aim to start the new law from April next year and present a basic policy within the year. Under the management of a new immigration and residency control agency, which will be newly established, we will take thorough measures for residency control and do utmost for the operation of the new system.
Ban on Chinese telecommunication companies
In order to further ensure cybersecurity, the government has made arrangements among its relevant ministries and agencies. It is extremely important not to procure equipment in which malicious functions are installed to steal and destroy information as well as disrupt information systems. The ban is not intended to preclude any specific company or equipment.
