All Monday papers reported on the South Korean government’s announcement on Sunday regarding a provisional agreement with the United States on host nation support for the U.S. military, focusing on the fact that the pact is a single-year deal instead of a five-year package as in the past. According to an ROK source cited by Yomiuri, the Trump administration is allegedly drawing up new standards for the stationing costs to be borne by host governments, including Japan, and is anxious to hold discussions with relevant parties using the new criteria as soon as possible. As Tokyo is expected to start next year negotiations with Washington on updating the existing agreement that expires in March 2021, the dailies projected that the Trump administration will step up the pressure on Japan to take on a greater burden.
