GOJ panel dismisses Okinawa complaint on suspension of landfill permit rescindment

All papers reported today that on Monday a third-party panel affiliated with the Ministry of Internal Affairs and Communications tasked with resolving disputes between the central and local governments effectively endorsed Land and Transport Minister Ishii’s suspension of the Okinawa prefectural government’s rescindment of the landfill permit for the FRF construction off Camp Schwab on the grounds that the complaint filed by the prefectural government about the suspension is not a matter that the commission should deal with. The panel chairman reportedly stressed that its conclusion should not necessarily be deemed as its approval of the legality of the cabinet minister’s decision. Okinawa Governor Tamaki issued a comment by saying: “The panel’s decision is truly regrettable. We will do our utmost to stress the legality of the rescindment.” The prefectural government is reportedly set to file a suit with the Fukuoka High Court asking it to nullify the land minister’s suspension. Mainichi predicted that the confrontation between Okinawa and Tokyo will further escalate in the run-up to the Feb. 24 referendum on the FRF initiative.
