Nikkei wrote that the Defense Ministry now projects that it will probably take three years and eight months to complete the engineering work to solidify the soft seabed off Camp Schwab for the FRF construction. The daily predicted that as a result, returning MCAS Futenma in FY2022 at the earliest as agreed in the 2013 bilateral accord will be practically impossible. The ministry has reportedly explained that in addition to the seabed engineering work, the construction will take about eight years – five years for landfill work and three years to build a V-shaped pair of runways. The daily added that the Okinawa prefectural government insists that the construction period will be far longer than the ministry estimates.
