The government will send financial experts to African nations struggling to repay their excessive loans from China. The plan is to help African countries break away from the “loan trap” by offering know-how on fiscal reconstruction. The government will announce the plan at the Tokyo International Conference on African Development, or TICAD, to be held in Yokohama in August.

The government plans to dispatch experts from the Ministry of Finance and the Bank of Japan over several years. They will give advice to Angola,  Djibouti, and other countries with massive debts to China. The advice will include how to rebuild government finances. (Abridged)
