The new cabinet, which was formed on Sept. 11, includes six ministers with no affiliations with factions of the Liberal Democratic Party. The number of non-affiliated legislators who were appointed to cabinet posts surpasses that of ministers who belong to LDP factions.

The six cabinet ministers who do not belong to the factions are Chief Cabinet Secretary Yoshihide Suga, Minister of the Environment Shinjiro Koizumi, Minister of Internal Affairs and Communications Sanae Takaichi, Minister of Justice Katsuyuki Kawai, Minster of Agriculture, Forestry and Fisheries Taku Eto, and Minister of Economy, Trade and Industry Isshu Sugawara. Kawai and Sugawara are known to be close to Suga.

Minister of Education, Culture, Sports, Science and Technology Koichi Hagiuda, Minister for Economic and Fiscal Policy Yasutoshi Nishimura, and Minister of the Tokyo Olympics and Paralympics Seiko Hashimoto are members of the Hosoda faction, from which Prime Minister Shinzo Abe hails.  All of them are holding cabinet posts for the first time.

The Aso faction, the second largest faction within the LDP, also got three members appointed to cabinet posts: Deputy Prime Minister and Minister of Finance Taro Aso, Minister of Defense Taro Kono and Minister for Reconstruction Kazunori Tanaka. Tanaka is joining the cabinet for the first time.

Two people each from the Nikai and Kishida factions were given cabinet posts for the first time.

From the Takeshita faction, Toshimitsu Motegi and Katsunobu Kato are joining the cabinet as minister of foreign affairs and minister of health, labor and welfare, respectively. There were no new cabinet members from that faction.

No members of the Ishiba faction were appointed to cabinet posts. Although the Ishihara faction did not get any cabinet posts either, one of its members, Hiroshi Moriyama, was reappointed as chairperson of LDP’s Diet Affairs Committee. (Abridged)
