On Sept. 13, the government announced that National Security Secretariat (NSS) Secretary General Shigeru Kitamura will concurrently serve as a senior special advisor to the cabinet. The appointment came into force the same day. Kitamura succeeds Shotaro Yachi, who has served in the two posts since January 2014. The rules of the Cabinet Secretariat stipulate that “senior special advisors to the cabinet provide information and advice on important cabinet matters at the prime minister’s instructions.”
