The government will consider establishing a system to enable individuals to voluntarily carry their personal data, including usage records, collected by information technology giants. The plan is aimed at creating rules to make it easier for individuals to switch to services provided by other companies and to facilitate competition in the digital market. The government will establish the “digital market competition headquarters” in the Cabinet Secretariat as early as October to discuss competition policy and measures to protect personal data regarding regulations on IT giants in an integrated manner.
The digital market competition headquarters will comprise relevant cabinet ministers and experts in digital fields. The Ministry of Internal Affairs and Communications, the Ministry of Economy, Trade and Industry, and the Japan Fair Trade Commission will send staff to the headquarters’ secretariat. (Abridged)
