All national papers except Sankei wrote that the GOJ and the Russian government have agreed to reschedule a sightseeing tour of the Northern Territories that was postponed at the last minute earlier this week. According to reports, the week-long tour will likely take place from late October to early November. According to Yomiuri, the tour was postponed because of insufficient internal coordination rather than for political reasons. However, the Russian Foreign Ministry reportedly attributed the postponement to “technical difficulties” on both sides.
The papers said Prime Minister Abe would like to point to the accomplishment of the tour, which will be a pilot program for the “joint economic activities” initiative on the contested islands, when he hold talks with President Putin on the fringes of the APEC leaders’ meeting in Chile in mid-November.
