Ryukyu Shimpo led with a report saying that several members of an experts’ working group established by the Defense Ministry to discuss how to reinforce the soft seabed off Henoko pointed out at their first meeting in September that the soft seabed in Oura Bay, including waters off Henoko, appears to be different in nature from the seabeds of other major offshore sites such as Kansai Airport and Haneda Airport. They reportedly said that structures built in Oura Bay may sink deeper due to the different quality of the clay. The paper wrote that although the GOJ has been insisting that it would be possible to reinforce the soft seabed off Henoko using existing reclamation methods, the GOJ may face difficulties in implementing the work.
