Experts, junior metropolitan gov’t officials propose building IR in Tokyo’s waterfront area

The Tokyo Metropolitan Government announced on Oct. 21 that it had received an 11-point proposal for the development of Tokyo’s waterfront area from a public-private group. The proposal included building a casino-featuring integrated resort (IR) in Koto Ward’s Aomi district. The metropolitan government says that it will “consider the matter further using the proposal as reference.”

 

The 67-page proposal, titled “11 Colors,” was submitted by a group of junior officials of the metropolitan government and experts. Miki Muraki, a professor at Chiba University, acted as the group’s coordinator. The participants came up with the proposal by holding free and open discussions where they went beyond their administrative boundaries. (Abridged)
