The government has unofficially picked Makoto Nakagawa, head of the secretariat of the Integrated Resort Promotion Headquarters (IR Promotion Headquarters) inside the Cabinet Secretariat, as head of the secretariat of a casino management committee.
The government has earmarked 6 billion yen to set up a casino management committee, which had been shelved temporarily so it wouldn’t have an adverse impact on the Upper House election. The committee will be staffed by about 100 people. The chairperson and four committee members must be endorsed by the Diet. The government has submitted a bill to the autumn session for enactment and approval of the five personnel. It is speculated that the Tokyo metropolitan area, Osaka, and Hokkaido will lead other candidate prefectures and cities in their bids for hosting IRs, but nothing will be confirmed until the last moment. The government now appears to be having difficulty selecting the committee chairperson. (Abridged)
