Former NSS head Yachi: “Russia wants an unconditional peace treaty”

On a Fuji TV BS program broadcast on Jan. 24, former Secretary General of the National Security Secretariat Shotaro Yachi explained the Russian government’s position regarding peace treaty negotiations covering the Northern Territory issue. He said: “The Russians want a two-step solution in which the two countries first conclude a peace treaty that does not mention the Northern Territories and then hold talks on them.” He also said that Russia is demanding (1) Japan’s acknowledgement that the Northern Territories officially became part of Russia as a result of the World War II, and (2) the withdrawal of all foreign forces currently stationed in Japan .
