Ahead of the second referendum on the Osaka Metropolis Plan, the Nikkei and TV Osaka conducted a telephone-based public opinion poll of Osaka City voters on June 26–28. Some 49% of respondents said that they are in favor of the plan, while 35% said they are opposed. The plan was defeated by a slim margin in the 2015 Osaka Metropolis Plan referendum. In the recent poll, however, those in favor outnumbered those opposed. A total of 90% said that they either will “definitely go vote” or “probably go vote” in the second referendum, which will likely be held in November.
If the Osaka Metropolis Plan were approved, the wards in Osaka City would be reorganized into four special wards. (Abridged)
