On July 5, the Okinawa police arrested on the spot a 21-year-old U.S. military serviceman stationed at the Kadena base on charges of violating the Road Traffic Act (driving under the influence of alcohol). The suspect denied the charges, saying, “I was not driving.” A Breathalyzer test indicated a level of alcohol about four times the legal limit. The allegation is that the suspect drove his car under the influence of alcohol on a street in the Miyagi district of Chatan Town at around 1:10 a.m. on July 5. Someone saw a car zigzagging and reported it to the police, which led to the arrest. (Abridged)
