Include China in nuclear arms reduction treaty

On Sept. 29, U.S. Special Presidential Envoy for Arms Control Marshall Billingslea met with Senior Deputy Minister for Foreign Affairs Takeo Mori and other MOFA officials and exchanged views on such matters as the threat posed by Chinese missiles. At a press conference with the Asahi Shimbun and other media outlets held that same day in advance of the meeting, the special envoy said, “We hope that the Japanese government will publicly pressure China to join the negotiations.” At the press conference, Ambassador Billingslea pointed out that China’s nuclear arms are not subject to the reductions in the New Strategic Arms Reduction Treaty (New START), the U.S.-Russia nuclear arms reduction treaty set to expire next February. He emphasized the need to reconstruct an accord that includes China.
