Japan unlikely to achieve goal of sealing tentative HNS deal by year’s end

Saturday’s Asahi reported on growing pessimism within the GOJ on concluding by late December a provisional agreement with the U.S. on Japan’s FY2021 contribution to the cost of hosting U.S. troops in Japan because it will be difficult to hold substantial negotiations with the outgoing Trump administration. “Reaching an accord this year appears unlikely,” said a MOD source, who suggested that Japan should earmark the same amount of host nation support as this year as a stopgap measure. According to the report, during the first official meeting held in Washington shortly after the U.S. presidential election in early November, the U.S. side demanded that Tokyo shoulder more than double the current amount. However, a MOFA source indicated that the proposal was a nonstarter by saying: “The initial proposal is meaningless since the U.S. has always overshot the mark in the first round of host nation support talks in the past.”
