All national papers except Sankei wrote that the Health Ministry requested the 47 prefectural governments on Wednesday to update their existing plans to deal with the coronavirus outbreak. They were specifically asked to secure more hospital beds for COVID-19 patients based on the assumption that the number of patients in a potential “fourth wave” could be twice as high as the peak of the ongoing third wave. The ministry also urged local governments to withhold medical resources for treating diseases other than the novel coronavirus during the peak of a potential future wave of the virus by delaying surgery or hospitalization for non-COVID-19 patients to prioritize containing a public health emergency.
